1. Background

Somali Football Federation, is launching a project aimed at enhancing sports infrastructure by installing high-quality artificial turf at designated stadiums across three Somali regional states: Jubaland (Kismayo), Galmudug (Galkacyo), and Hirshabelle (Jowhar). The project seeks to promote youth engagement, local sporting events, and community development.

This Call for Proposals invites technically capable and experienced companies to express interest in being pre-qualified for the upcoming tender process. Pre-qualified companies will be invited to participate in the final bidding and tendering stage of the project.

2. Objective

To pre-qualify construction, engineering, and turf installation companies with relevant experience and technical capacity to implement artificial turf installation projects in Somalia. Only companies that meet the pre-qualification criteria will receive the final Request for Tender (RFT).

3. Scope of Work

The scope of the final project will include, but is not limited to:

• Site assessment and ground preparation
• Supply and installation of artificial turf
  • Drainage and irrigation systems (if necessary)
  • Perimeter fencing and basic seating areas (optional, based on final design)
  • Maintenance plan and staff training

1. Eligibility Criteria for Pre-Qualification

Interested companies must submit documents demonstrating their capacity in the following areas:

1. Company Profile and Experience

• Valid business registration/license in Somalia or internationally
• At least 3 years of proven experience in artificial turf installation or similar infrastructure projects
  • Previous experience in working in challenging or remote environments, preferably within Somalia
  • List of similar projects completed with references and contact details

1. Technical Capacity

• Description of technical team and qualifications of key personnel (project managers, engineers, turf specialists)
  • Details of equipment and machinery owned or accessible for turf installation
  • Quality assurance and safety procedures

1. Financial Capacity

• Audited financial statements or bank statements for the last 2 years
  • Proof of ability to mobilize financial and technical resources for the project

1. Legal and Compliance Requirements

• Valid Tax Compliance Certificate
• Company registration certificates
  • Proof of no pending legal or contractual disputes
