In your role you work on all job orders within your remit and are the main contact for advising managers and

other staff members on all issues in the thematic area, in particular with regard to the monitoring and

evaluation of programmes or projects. You are also responsible for providing specialist support to colleagues

in bands 2 and 3, and ensure the quality of the commission’s outcomes. You work on all job orders within

You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the

relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and

fulfilment of those contracts.

You are responsible for creating and implementing a monitoring and evaluation (M&E) system for the given

programme or project. You are responsible on an ongoing basis for collecting, preparing and providing all

relevant data and support the programmes and projects in their strategic orientation and operational planning.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area

of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in

your area of responsibility on the basis of existing rules and draw attention to more complex challenges in

your team.

You are involved in ongoing process development within your remit, are responsible for knowledge

management and prepare and share documentation.

You clearly communicate the relevant requirements, conditions and restrictions in terms of your capacity to

act.

  • Creating and implementing a monitoring and evaluation (M&E) system for the project
  • Providing input for reports to the German Federal Ministry for Economic Cooperation and Development (BMZ)
  • Supporting the information, communication and public relations work of the project by providing results data
  • Establishment and maintenance of Operational Plan for monitoring activities using S4GIZ

  • Carry out surveys to collect relevant data for monitoring of indicator achievement on output and outcome level
  • Design and implement M&E frameworks, including theory of change or logical frameworks, results

frameworks, and indicators

  • Develop data collection tools, methodologies, and schedules
  • Track project progress against targets and performance indicators
  • Conduct baseline, midline, and endline assessments
  • Ensure data quality, integrity, and compliance with donor requirements
  • Collect, verity, clean, and analyze quantitative data and qualitative data
  • Maintain M&E databases and dashboards
  • Analyze trends, outcomes, and program effectiveness
  • Produce data visualizations and summaries for reporting
  • Prepare regular M&E reports for internal management, government partners and donors
  • Contribute to donor reports, proposals, and evaluations
  • Support learning activities, including reflection sessions and adaptive management
  • Document best practices, lessons learned, and success stories
  • Train project staff and partners on M&E tools and data collection
  • Provide ongoing technical support on M&E systems and processes
  • Strengthening partners’ capacity in data management and reporting
  • Participate the monitoring and supervision implemented activities by artners
  • Support the implementation of Output 2 (quality assurance) in Somaliland
  • Willing to conduct regular business travel to Puntland and Mogadishu

 

Skills and qualifications

Required qualifications, specialist knowledge, competences and experience

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Social Sciences, Development

 Studies, or a related field

  • Master’s degree preferred
  • Minimum 3–5 years of experience in M&E or performance management
  • Experience with donor-funded projects
  • Proven experience in data collection, analysis, and reporting
  • First experience in Monitoring and Evaluation within GIZ projects
  • IT skills especially Proficiency in data analysis tools (Excel, SPSS, Stata, R, Power BI, or similar) and web-based data monitoring tools
  • Experience with data collection platforms (KoboToolbox, ODK, CommCare)
  • Excellent report writing and presentation skills
  • Strong attention to detail and data quality
  • Ability to work independently and in multidisciplinary teams
  • Strong communication and training skills
  • Strong conceptual skills to link activities with outputs, outcomes and indicators
