Role Summary

The Database & ICT Officer is responsible for the management, development, and maintenance of HALO’s operational databases for Somaliland and Somalia, ensuring data quality, consistency, and compliance with HALO’s information management standards, and will also provide day-to-day technical support to HALO Somaliland’s staff and systems in the HQ and in the field, ensuring all IT infrastructure, equipment and software are maintained in good working order.

 

They will oversee the integration of data from HALO’s field data collection systems (such as Survey123) into the GOIMS database, ensuring data is accurate, validated, and used effectively for planning, reporting, and donor engagement.

 

They will also support the design and modification of data collection tools, provide training to field staff on database use, and contribute to the improvement of HALO’s information management systems to support evidence-based decision-making and operational efficiency.

 

Based in Hargeisa, the officer will report to the Field Officer and receive technical support from HALO’s Global IM Team and HALO’s Global ICT team. The role includes frequent coordination with Programme Officer, Operations Manager, and IM staff across Somalia and Somaliland.

Key Duties & Responsibilities

 

Database Management and Development

·       Manage and maintain the GOIMS databases for Somaliland and Somalia, ensuring data accuracy, integrity, and consistency across all programmes.

·       Create, modify, and manage database objects including tables, reports, and queries, ensuring alignment with HALO’s global data management standards.

·       Facilitate the secure transfer and sharing of operational data between programmes and with national mine action authorities.

·       Conduct regular database maintenance, including performance monitoring, troubleshooting, and implementing system upgrades in coordination with the Global IM team.

·       Standardise database management procedures and promote harmonised data practices across the three country programmes.

·       Provide technical input to support database integration and alignment across country boundaries and reporting formats.

GOIMS Management and Data Integration

·       Manage and oversee GOIMS data quality and accuracy, ensuring that Survey123 data is correctly uploaded, processed, and synchronised with GOIMS for all three programmes.

·       Create, update, and maintain GOIMS reports, forms, and data feeds, ensuring alignment with programme and donor reporting needs.

·       Fix data feed errors and ensure data flows between Survey123, GOIMS, and PowerBI are functional and up to date.

·       Develop and maintain GOIMS dashboards and summary reports to inform operational decision-making.

Data Quality Assurance and Verification

·       Perform regular data validation exercises, including cross-checking between task books, maps, and field reports.

·       Coordinate with IM & GIS Officer to verify discrepancies and correct data inconsistencies.

·       Support field verification visits to ensure alignment between database records and ground activities.

·       Develop tools and workflows to streamline data review and error correction across all three programmes.

Data Collection and Field Support

·       Design and develop data collection forms using Survey123 and other mobile data tools, based on programme needs and donor requirements.

·       Support the rollout of new data collection tools across all field teams and ensure data flow is functioning from collection to database level.

·       Conduct monthly field visits to train staff, troubleshoot data collection devices, and perform ground-truthing of key datasets.

Statistical and Analytical Reporting

·       Generate statistical summaries and analytical reports from GOIMS to support operational planning and donor reporting.

·       Provide QA on monthly operational statistics and highlight missing or inconsistent data for follow-up.

·       Produce ad hoc data analysis to support management decisions, donor requests, and operational planning.

·       Support the preparation of clearance progress maps and infographics in collaboration with the GIS/IM Officer.

Training, Mentoring, and Capacity Development

·       Train and mentor national IM and Operations staff in all three programmes on GOIMS, Survey123, and data management best practices.

·       Conduct refresher sessions to build capacity in data entry, validation, and analysis.

·       Support the development of local IM champions in Somalia and Somaliland to strengthen long-term sustainability.

·       Prepare user manuals and training materials tailored to each process.

IT Support, Systems & Security

·       Provide day-to-day IT support to office and field staff (hardware, software, connectivity, user accounts, Microsoft 365).

·       Troubleshoot and escalate complex issues to HQ ICT as required.

·       Support staff onboarding with IT equipment and basic cybersecurity guidance.

·       Ensure devices are updated and protected (software, patches, antivirus). Promote cybersecurity best practices and report any security incidents.

·       Ensure compliance with HALO ICT and data protection policies.

 

IT Assets, Coordination & Reporting

·       Maintain an accurate inventory of all IT equipment and ensure assets are tagged and functioning.

·       Support procurement, configuration, and deployment of IT equipment (including field equipment).

·       Support ICT planning, budgeting, and programme needs.

·       Keep records of IT issues, system changes, and asset lists.

·       Provide brief updates and reports on ICT performance and support needs.

Ad Hoc and Additional Duties

·       Undertake other duties as assigned by the Field Officer or Programme Management.

·       Provide technical advice and support to HQ IM staff when requested.

Skills and qualifications

 

Person Specifications

·       Bachelor’s degree in computer science, Information Systems, GIS or related discipline. Lower level of education with relevant experience may be considered.

·       Experience managing large relational databases (e.g. PostgreSQL, SQL Server, Oracle, MySQL etc)

·       Advanced SQL database querying skills

·       Understanding of Database architecture and design

·       Minimum of 5 years relevant work experience relevant to databases

·       Spoken and written English

·       IM, ICT or data management experience within INGO or commercial sector

·       Excellent interpersonal and analytical skills with meticulous attention to detail

·       Ability to work effectively in a team in a culturally diverse environment.

·       Ability to work well under stress and in a fast-paced environment.

·       Strong communication skills

·       Excellent time management skills and ability to multi-task and prioritize work.

·       Strong organizational, planning, and problem-solving skills.
