Position: Senior HR Manager

Location: Somalia & Somaliland

Contract Type: Fixed Term

CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE Somalia/Somaliland is an International NGO working in Somalia. CARE Somalia program is seeking applications from qualified candidates for the position of a Senior HR Manager based either in Mogadishu/Hargeisa/Garowe with significant travel across CARE offices in Somalia and Somaliland.

 

 Job Summary

 

The Senior HR Manager leads CARE Somalia’s human resources function at a strategic and operational level, ensuring the delivery of high-quality HR services while providing data-driven advice and recommendations to the Country Director (CD) and Senior Management Team (SMT). The role balances operational HR management with strategic influence on workforce planning, talent development, and HR policy decisions.

 

 

The Senior HR Manager will supervise the HR team, mentor staff, and ensure HR operations support organizational goals.

 

 

The position reports to the Country Director and matrix reports to the Regional HRBP.

 

 

Key Responsibilities and Tasks

 

  1. HR Operations & Compliance (30%)

 

Oversee HR policies, procedures, payroll, benefits, contracts, and HR record-keeping, ensuring compliance with Somali labor law, CARE policies, and donor requirements.

Maintain HR information systems for accurate tracking of staff records, leave, performance, and learning.

Manage employee relations, grievances, and disciplinary matters, escalating complex issues to the CD as needed.

Support CO change initiatives operationally, ensuring HR processes and structures facilitate smooth transitions.

  1. Strategic HR Advisory (30%)

 

Provide high-level HR advice and workforce analytics to the CD and SMT, including talent gaps, retention risks, and HR implications of organizational decisions.

Lead operational workforce planning, providing actionable recommendations to support CO needs.

Advise on HR policy interpretation, legal compliance, and organizational implications of staffing decisions.

Contribute to the operational implementation of strategic HR initiatives (e.g., talent management programs, Performance Management, etc).

 

 

  1. Team Leadership & Staff Management (20%)

 

Supervise and mentor HR Officers / HR Assistants, providing guidance, feedback, and performance management.

Establish clear roles, responsibilities, and KPIs for the HR team to ensure high-quality service delivery.

Foster a collaborative, accountable, and values-driven HR team culture.

Ensure HR staff have the tools and skills required to deliver operational excellence across the CO.

  1. Employee Engagement, Learning & Wellbeing (15%)

 

Support initiatives to enhance staff engagement, wellbeing, and retention.

Administer leave, attendance, and staff welfare programs, ensuring compliance with policies.

Coordinate learning and development programs, training, and capacity-building initiatives.

Provide guidance to managers and staff on performance management, career development, and employee relations.

Other Responsibilities as Assigned (5%)

 

Experiences and Qualifications

Education / Training

 

Required

 

Bachelor’s degree in Human Resources, Business Administration, or related field.

Either professional membership of Chartered Institute of Personnel & Development or other certificating body or post graduate qualification in Human Resource Management.

 

 

 

 

 

Experience / Technical Skills

 

Required

 

5 years of progressive HR experience in international NGOs or complex organizations; at least 3 years in senior HR management.

Strong knowledge of Somali labor law, HR compliance, and operational HR best practices.

Experience managing HR teams and delivering HR services in complex or humanitarian environments.

Demonstrated ability to provide operational and strategic HR support to senior leadership.

Desired

 

Fluency in Somali language.
