Job Description

Job Title: WASH Officer (2 Positions)
Location: Garowe and Burtinle, Puntland State.
Reports to: Project Lead, WASH
Employment duration: 12 months (renewable based on performance and funding).
Application Deadline: 14 July 2025
Funding: This position is contingent on donor funding approval.

Summary of the key functions,
The WASH Officer will support the effective planning, implementation, supervision, and monitoring of all project activities related to in-line chlorination in Garowe or Burtinle Districts. The officer will provide technical oversight of water treatment installations, coordinate with stakeholders including private water operators and the Ministry of Water, and work closely with the SBCC Lead and Female Health Workers (FHWs) to support targeted SBCC interventions. This role is essential for ensuring the sustainability, community ownership, and technical quality of the pilot project.
II. RESPONSIBILITIES AND TASKS
Responsibility Program development
#1 Technical Implementation & Supervision
 Oversee the installation and maintenance of in-line chlorination devices at selected
boreholes.
 Conduct regular monitoring visits to assess FRC levels and the functionality of
installed units.
 Support testing of water sources to ensure compliance with safe water standards.
 Supervise local technicians responsible for chlorinator maintenance and repairs.
 Ensure the monthly distribution of chlorine cartridges to supported water sites and
document stock usage.
 Support the SBCC lead in planning and executing SBCC activities aligned with the
pilot objectives.

 Collaborate with other field staff to ensure trainings meet the expected standards
and effectively promote behavior change.
#2 Coordination and Reporting
 Maintain strong partnerships with relevant local government counterparts,
especially District Water Officers.
 Participate in monthly and quarterly planning and review meetings.
 Prepare monthly, quarterly, and annual progress reports, including consumption
and maintenance reports, in line with donor and organizational requirements.
#3 Community Engagement
 Assist in creating awareness on the community feedback mechanisms, including
hotline promotion and usage.
 Help document community experiences and lessons learned to support adaptive
management.
 Foster strong relationships with water vendors and WASH committees to promote
ownership of water safety interventions.

 

 Experiences and Qualifications

A. EDUCATION/TRAINING
 Bachelor’s degree in Water Engineering from a recognized institution.
B. WORK EXPERIENCE AND SKILLS
 Minimum three years of experience working in WASH programs in hardship
environments, preferably with an international NGO in Somalia.
 Very good understanding of national WASH policies and strategies, programs, and
key stakeholders in Puntland.
 Proven understanding of safe water and hygiene practices in Puntland.
 Excellent mentoring and accompaniment skills.
 Strong interpersonal skills, including listening, negotiation, and coaching for
results.
 Ability to work under pressure and manage multiple priorities in a fast-paced
environment.
 Strong writing and verbal communication skills in both English and Somali.
 Competency in Microsoft Office applications (Word, Excel, PowerPoint).
