Request For Proposals – Framework Partnership for an Electoral Support Facility

SSF III is seeking to contract an expert facility on a framework basis to support electoral processes, advising both SSF III and key institutions mandated to oversee, implement, and monitor electoral processes. The Electoral Support Facility to be comprised of deployable experts who can advise, assist, and accompany relevant institutions in preparing for and capitalising on opportunities for holding or moving toward more inclusive electoral processes in coordination with the SSF III team on a task order basis.

Additionally, the Electoral Support Facility will be tasked with providing SSF III, Joint Donors, and stakeholders with options for potential support to the current indirect election processes to build greater inclusivity and lay the foundations for more participatory electoral processes.

The consultant firm shall provide the following key support functions through a framework agreement:

1. Secondment of technical experts and training for electoral management bodies and, as appropriate, ministerial staff, including training and facilitation of peer2peer learning.

2. Legislative review and drafting

3. Provision of electoral advisory support to SSF, key government partners and SSF donors, including pass-through capability for delivery, identification of entry-points, engaging government and civic counterparts, and support to mandated authorities.

4. Coordination with other SSF III grantees and relevant partners to ensure that different investments contribute to electoral processes in a harmonised manner.
