Amal Real Estate and Construction

 

 Background

Amal Real Estate and Construction is developing the Amal Village Estate, a comprehensive residential project that includes several key amenities, including a school. As part of the development, Amal Real Estate seeks to engage a consultant to advise and guide the selection process for identifying and selecting a suitable school operator or management team for the estate. The selected school will be critical in providing quality education services to residents and aligning with the estate’s vision of fostering a well-rounded community.

Objective

The objective of this consultancy is to provide expert advice and evaluation support to Amal Real Estate in the selection of a school operator or management team. This includes reviewing the selection criteria, evaluating proposals, and facilitating a transparent, effective, and objective selection process.

Scope of Work

The consultant’s scope will cover the following:

a)   Needs Assessment and Criteria Development:

o    Conduct a thorough assessment of Amal Village’s educational needs, demographics, and strategic goals.

o    Review existing school selection criteria and recommend enhancements if necessary.

o    Develop a detailed set of selection criteria that aligns with the vision and objectives of Amal Village.

b)   Market Research and Feasibility Study:

o    Conduct research on potential school operators or educational institutions that align with the estate’s requirements.

o    Perform a feasibility study of local and regional schools of similar qualities to identify benchmarks and standards in line with Amal Village’s goals.

o    Identify and recommend potential candidates based on reputation, experience, curriculum offerings, and operational standards.

c)   Proposal Evaluation:

o    Review submitted proposals from potential school operators.

o    Facilitate the evaluation process, including organizing presentations and interviews with shortlisted candidates.

o    Provide a detailed analysis of each proposal, outlining the pros and cons in relation to the predefined criteria.

d)   School Business Plan Preparation:

o      Develop a comprehensive business plan for the school, detailing the costs associated with the school fit-out, including infrastructure, furniture, and equipment.

o    Prepare financial forecasts for the school’s operational costs, covering years 1 to 5, including staffing, maintenance, and other key expenses.

o    Conduct a feasibility study evaluating two potential management models for the school: Partnership Model or Rental of Premises Model.

e)   Selection Process Management:

o    Design and manage the selection process, ensuring transparency and accountability.

o    Facilitate discussions with key stakeholders from Amal Real Estate and provide expert advice during the decision-making process.

f)   Final Recommendations:

o    Prepare a final report summarizing the evaluation process, presenting findings, and recommending the most suitable school operator for Amal Village.

o    Present the findings to Amal Real Estate’s leadership team for final approval.

Deliverables

a)    Detailed needs assessment and review of selection criteria document.

b)    Comprehensive feasibility study report on local and regional schools mainly in Kenya and North America.

c)    School business plan with a breakdown of fit-out costs and a 5-year operational cost forecast.

d)    Comprehensive list of potential school operators or educational institutions.

e)    Evaluative reports for each proposal received.

f)    Final report with recommendations for the selection of the school operator.

 Duration and Timeline

The consultancy will be carried out over a period of one month and half, the consultant is expected to deliver the following:

  • Needs Assessment and Review of Selection Criteria: Within 1 week.
  • Market Research, Feasibility Study, and Identification of Candidates: Within 2 weeks.
  • Proposal Evaluation and Final Report: Within 4 weeks

Skills and qualifications

Applicants, whether firms or individuals, are required to meet the following criteria:

·         Experience: A minimum of 10 years in education planning and management, with at least 5 years of proven experience advising on educational institutions or school selection processes.

·         Educational Qualifications: A Master’s degree in Education Planning and Management or related field from a recognized institution.

·         Industry Knowledge: Strong understanding of curriculum standards, school management practices, and regulatory requirements within the education sector.

·         Skills: Excellent project management and communication skills, demonstrated by a track record of facilitating transparent and effective selection processes.

·         Reporting Ability: Capability to produce high-quality reports and effectively present findings to senior leadership.

 

Reporting and Supervision

The consultant will report directly to the General Manager at Amal Real Estate and Construction and will work closely with the internal project team, including the marketing and development departments. Regular, weekly, progress updates and milestone reports will be required throughout the consultancy period.

Bid Requirements

Eligible firms or consultants should submit an expression of interest, not exceeding 5 pages, by December 13, 2024. The submission should include:

1.     Suitability Statement: A statement affirming suitability for the role, including a commitment to be available for the entire duration of the assignment.

2.     Understanding and Approach: A concise statement demonstrating an understanding of the Terms of Reference, with a proposed approach for the Consultancy for School Feasibility and Selection Process, and a detailed work plan.

3.     Financial Proposal: A comprehensive financial proposal ensuring the assignment can be completed without financial difficulty.

4.     Resume of Key Consultant(s): Updated resumes detailing the qualifications and experience of the key consultant(s) in line with the requirements.

5.     References: Contact information for three organizations that have engaged the firm or consultant(s) for relevant or related work.

6.     Registration Compliance: Proof of registration under Puntland laws.

Mandatory Documents for Firms and Institutions

For firms and institutions, please also provide:

1.     Registration Documents: A copy of the valid Puntland registration.

2.     Company/Firm Profile: A brief overview of your company or firm.

3.     Director’s Passport: A valid passport copy of at least one firm director.

4.     Bank Statement: The latest 6-month certified bank statement.

5.     Tax Compliance Certificate: A Puntland tax compliance certificate.
