Job Opportunity – Consultant (ToR Based)
The Adventist Development and Relief Agency (ADRA) Somalia invites qualified consultants or consulting firms to apply for the position of Consultant for the Development of a National Renewable Energy Policy in Somalia.
This opportunity was established on 18 March 2026, with a submission deadline of 28 March 2026. The consultancy aims to develop a comprehensive national renewable energy policy framework that will guide the expansion of renewable energy, improve access to affordable energy, and support climate-resilient economic growth across Somalia.
Somalia faces significant energy challenges, including reliance on imported fossil fuels, high energy costs, and limited access in rural areas. However, the country has strong renewable energy potential in solar, wind, and biomass. This consultancy will support the development of a strategic policy to harness these opportunities and align with national development priorities and global climate commitments.
Key Responsibilities:
- Conduct a comprehensive review of existing energy, climate, and sectoral policies
- Perform a renewable energy sector diagnostic assessment
- Identify policy, regulatory, and investment gaps
- Facilitate stakeholder consultations at federal and state levels
- Develop and draft the National Renewable Energy Policy
- Organize validation workshops and finalize the policy
- Prepare a detailed policy implementation roadmapJob Requirements:
- Strong understanding of renewable energy systems and policy frameworks
- Ability to conduct policy analysis and sector diagnostics
- Experience in stakeholder engagement and consultation processes
- Excellent report writing and communication skills
- Ability to work independently and meet deadlinesExperience:
- Minimum 7–10 years of relevant experience in energy policy development
- Proven experience in developing national or sectoral policies
- Experience working in developing or fragile contexts, preferably in Somalia or the Horn of Africa
- Experience working with government institutions and development partners
Qualifications:
- Master’s degree or higher in renewable energy, public policy, environmental economics, energy systems, or related field
- Strong knowledge of renewable energy markets and regulatory environments
- Demonstrated expertise in policy drafting and analysis
The consultancy duration is five months and will be conducted within Somalia.
