Project Overview

The Climate Resilience Risk Management and Veterinary Service Project is a comprehensive resilience-building project aimed at enhancing the adaptive capacities of pastoralist communities in Somalia. This initiative focuses on facilitating the last-mile delivery of essential veterinary services while equipping these communities to effectively prepare for and respond to climate-related shocks through the utilisation of Inclusive Risk Financing tools.

The project places a strong emphasis on developing robust community-based early warning systems and early action protocols. This involves not only establishing these structures but also fostering a deeper understanding among community members regarding the diverse risk financing models available to them. A key component of the initiative is the education of pastoral and agro-pastoral communities in index-based livestock insurance (IBLI), which serves as a crucial safety net for livestock keepers facing unpredictable climate impacts.

The IBLI initiative aims to protect pastoralists against severe drought shocks, link them to reliable markets and enhance their access to financial services. This initiative has two parts; the first part aims to provide financial services, including drought insurance, payment, savings and possibly contingent credit, to protect pastoralists against drought shocks. The second part seeks to better connect pastoralists to the market, attract private investment into the value chains, and facilitate the regional livestock trade.

Besides the benefits of IBLI for pastoralists and its potential as a weather risk mitigation tool, the Pastoral community has not had sufficient knowledge of how IBLI works and the benefits it offers them. Therefore, there is a need to develop teaching materials that can quickly and in a fun way educate pastoral communities. Therefore, World Vision is seeking a consultant to support the development of comic books or pictorial books. The consultant will develop a pictorial booklet with text and visuals that does not require literacy to understand the content.  The booklet will be used as awareness-raising and teaching materials for pastoral communities. The consultant will also conduct a separate training for 10 agents, government, and World Vision personnel.

SPECIFIC OBJECTIVES

  • Develop clear and attractive comic and pictorials books with description
  • Develop clear and easy transcripts for the pictorials
  • The pastoral communities should easily understand the pictorials without facilitation,
  • Train 10 agents selected from the 4 target districts
  • Developing the contents that will also be supported and guided by the technical livestock and IBLI advisors.
  • Developing context-relevant and attractive comic and pictorials books that the pastoral communities can easily follow.
  • Train 10 agents on IBLI concept and IBLI products
  • Train world vision and government personnel on IBLI concept and develop awareness raising messaging.
  • A complete pictorial manual captured relevant IBLI concepts
  • Agent training report
  • World vision and staff training report
  • Submit at least six plates of pictorials with contents explaining IBLI.
  • Financial proposal detailing the daily rate expected,
  • Company profile or CV including a minimum of 3 references
  • Detailed budget breakdown based on expected daily rates.
  • Copyright solely belongs to WVI; therefore, all productions and written content will be purely WVI property.
  • WVI, partner and donor logo and any other logo allowed by the coordination team can appear on productions.
  • Any of the content produced during this project cannot be reused for another purpose without WVI permission.
  • All outputs will be provided and should have logos as agreed with the coordination team.

Scope of work

World Vision is seeking a consulting firm to support the development of a comic or pictorial booklet that clearly explains the concept of index-based livestock insurance. Conduct two separate trainings for 10 agents, World Vision staff and government staff on how to raise awareness.
