Overview & Responsibilities

The International Development Law Organization (IDLO), in partnership with IOM and the Federal Government of Somalia, seeks a consultant to support a government-led stock‑taking and mapping exercise under the EU‑funded project Advancing Somalia’s Migration Governance with a Focus on Return and Reintegration. The objective is to consolidate existing knowledge on national migration governance and establish a factual baseline for planning, prioritization, and monitoring.

Reporting to the IDLO Programme Manager for the Project, the consultant will:

  • Conduct a comprehensive desk review of migration-related laws, policies, SOPs, coordination mechanisms, and institutional mandates.
  • Map previous and existing systems, structures, and mechanisms, identifying strengths, challenges, overlaps, and lessons learned.
  • Assess the institutional and technical capacities of MDAs mandated to manage migration.
  • Conduct KIIs, FGDs, and consultations with NCM Secretariat members and technical working groups.
  • Review donor and development partner initiatives to ensure complementarity and avoid duplication.
  • Collect baseline MEAL data and support the development of a composite score index for monitoring migration governance progress.
  • Prepare an inception report, draft a comprehensive report, and a final validated report with recommendations.

 Experiences and Qualifications

Education and Professional Experience

  • Advanced degree in Migration Governance, Law, or related field.
  • Minimum 10–15 years’ experience in migration governance, institutional capacity assessment, policy/legal analysis, and coordination mechanisms.
  • Experience in conducting desk reviews, KIIs, FGDs, and consultations.
  • Strong analytical and report‑writing skills.
  • Familiarity with MEAL frameworks and baseline indicator development.
  • Experience working in Somalia or similar contexts is an advantage.

Languages

  • Outstanding written and verbal skills in English.
  • Somali language skills are an advantage

Specific knowledge, skills, and competencies

  • Strong analytical, research, and synthesis skills.
  • Knowledge of migration governance frameworks.
  • Familiarity with MEAL frameworks, data collection, or indicator baseline assessments
  • Ability to engage effectively with government and stakeholders.
