Title: Director of Financial Reporting

Background
1. Purpose of the Position: The objective for financial reporting for governmental entities is to provide relevant, reliable and timely information to various stakeholders such as citizens, Legislative, and oversight bodies and other interested parties (creditors) to make informed decisions assessing accountability (Right to know) and evaluating efficiency and effectiveness of government operations.
Financial Reporting department is responsible for the preparation of the consolidated accounts for the SSC-Khatumo and shall be accountable for all reporting generated by the Office of the Accountant General covering financial, statutory, statistical, and consolidated fund reporting.
Working closely with all other Departments of the Office of the Accountant General, the financial Reporting Department ensures that reports are generated in line with the reporting framework and comply with IPSAS and GFSM standards.
2. Information to be published by Financial Reporting Department:
• Government of SSC-Khatumo Standard Chart of Accounts
• Reporting template in use by Budget Agencies of SSC-Khatumo State.
• Extract of consolidated financial statements of SSC-Khatumo
• Law, Policies and Financial regulations of SSC-Khatumo State.
• Procedure’s manuals, guidelines and instructions developed by OAG of SSC-Khatumo State.
• Frequently asked questions in line with Public Sector Accounting and reporting of SSC Khatumo State.
• Focal person assigned to reporting entities of SSC-Khatumo State.
• Events and news of SSC-Khatumo State.
3. Duties and Responsibilities: Legal and financial Reporting frame work
• The Director of financial Reporting Department of OAG should ensure that the financial statements are Prepared in accordance with the laws and regulations of SSC Khatumo such PFM Act (2023). Also, in accordance with International Standards on International Accounting Standards of Public Institutions, Cash Basis (Cash Basis IPSAS, 2017).
• The Director of financial Reporting Department should Prepare consolidated financial statement of Government of SSC-Khatumo.
Accounting Policies and Procedures
• The Director of financial Reporting Department should Develop and ensure compliance to accounting policies and procedures for budget agencies.
• The Director of financial Reporting Department should prepare Procedure’s manuals, guidelines and instructions
Reporting Templates
• The Director of financial Reporting Department should prepare Reporting template in use by budget agencies.
Chart of Accounts
• The Director of financial Reporting Department should Support implementation of accounting systems, Chart of Accounts and render technical support to budget agencies.
• The Director of financial Reporting Department should prepare Standard Chart of Accounts for Government of SSC-Khatumo
Budget Agencies
• The Director of financial Reporting Department should Building capacity of Budget Agencies on accounting and reporting;
• The Director of financial Reporting Department should Monitor reporting compliance of Budget Agencies according to regularity laid out on financial regulations; and
• Review reports and provide feedback to Budget Agencies.
Year–end procedures for closing books of accounts
• Before the end of the fiscal year, with the help of Accountant General the Director of Financial Reporting Department shall issue directives to public entities concerning the procedures of closing books of accounts and preparing annual budget execution reports, financial statements and activity reports.
Skills and qualifications
Educational Qualifications: A Bachelor’s degree in Accounting, Finance, Economics, or a related field. Professional certification (e.g., ACCA, CPA, or equivalent) is highly desirable.
Work Experience: At least 4-5 years of experience in financial reporting, accounting, or auditing, with significant experience in public sector financial management. Proven experience in preparing financial statements, implementing financial reporting systems, and ensuring compliance with accounting standards. Experience working with government agencies, international organizations, or donor-funded projects is an advantage.
Skills and Competencies: In-depth knowledge of public sector accounting, financial reporting frameworks, and applicable international standards (e.g., IPSAS). Proficiency in financial software (ERP systems, Microsoft Excel, etc.) and financial management tools. Strong leadership and management skills, with the ability to lead and motivate teams. Strong communication skills with the ability to present financial information to both financial and non-financial stakeholders. Exceptional attention to detail, organizational, and problem-solving skills. Ability to work under pressure and manage multiple priorities while meeting deadlines
