3. PURPOSE
This prequalification process is established to create a database of qualified Consultants and Associate
Consultants for future assignments undertaken by WaMax Consulting. The objective is to maintain a
roster of skilled professionals who can be engaged on a short-term, long terms, project-based, or oncall basis to support technical assignments across multiple sectors.
The prequalified consultants will be considered for future consultancy opportunities depending on
project requirements, donor needs, technical expertise, and availability.

5. SCOPE OF ENGAGEMENT
Prequalified consultants may be engaged in a range of assignments, including baseline, midline, and
endline evaluations; third-party monitoring (TPM); needs assessments; capacity building and
training; research studies; institutional capacity assessments; program reviews and evaluations; data
collection and analysis; strategic planning; policy reviews; report writing; quality assurance activities
and any other consultancy assignment required by our clients.

Skills and qualifications

6. MINIMUM ELIGIBILITY REQUIREMENTS
a. Education
Applicants should possess:
• A Bachelor’s degree in relevant fields such as Project Management, Development Studies,
Public Health, Economics, Statistics, Social Sciences, Agriculture, Monitoring and Evaluation,
Business Administration, or International Relations. A Master’s degree in a related discipline,
particularly for senior-level consultancy assignments, will be considered an added advantage.
b. Experience
Applicants should demonstrate:
• Minimum 5 years of relevant professional experience.
• Previous consultancy or technical advisory experience.
• Experience working with NGOs, UN agencies, donor-funded projects, or consulting firms.

• Knowledge of humanitarian and development contexts.
• knowledge and familiarity with the context and dynamics of the target areas.
c. Technical Skills
• Strong analytical and report writing skills.
• Experience in field assessments and evaluations.
• Ability to work independently and meet deadlines.
• Strong communication and facilitation skills.
• Familiarity with donor compliance and reporting.
7. REQUIRED SUBMISSION DOCUMENTS
Interested applicants are required to submit the following documents:
1. Updated CV / Resume containing contact Details of three Professional Referees
2. Cover Letter or Expression of Interest highlighting sectors of expertise.
3. Copy of a valid passport or national ID.
8. PREQUALIFICATION VALIDITY AND PROCESS
a) All applications will be reviewed and shortlisted, after which a selection process will be
conducted.
b) Shortlisted candidates may be requested to provide additional documents if necessary.
c) Successful applicants will be included in the consultancy roster for a period of 1 year.
d) Being prequalified does not guarantee immediate engagement but provides eligibility for
future consultancy opportunities.
9. CONSULTANT RESPONSIBILITIES
Prequalified consultants may be expected to:
• Deliver all assigned tasks professionally, efficiently, and in line with agreed terms of
reference and ethical standards.
• Maintain strict confidentiality of all project-related information and sensitive data obtained
during assignments.
• Produce high-quality, accurate, and well-structured deliverables that meet organizational
and donor expectations.
• Adhere to agreed timelines and ensure timely submission of all reports, outputs, and
documentation.
• Actively participate in coordination meetings, briefings, and consultations with relevant
stakeholders as required.
• Ensure full compliance with applicable donor requirements, organizational policies, and
technical standards throughout the assignment.

11. LANGUAGE REQUIREMENTS
